Don't wish to be a finger pointer, but I would be thinking the odds are much greater that the problem was created by the painter, many variables there compared to the manufacturer. But then again there are a hundred other possible explanations - collected some foreign matter on the surface while sitting at the paint shop - helper wiped down with wrong stuff before painting - painter used incompatible reducer because that's what he had left from another job. Looking at your video, it appears that might be the issue, unless you did sand prior to the final paint application. Otherwise the bond has to be mechanical - sanding. When using 2 part epoxy, barrier coat or primer, the manufacturer recommends recoating and top coat within a certain time frame so that there will be a chemical bond. Don't know if this applies, however in stripping the bottom of Magic Time down to the previous barrier coat (and sometime to the gelcoat) I did stumble upon a bit of useful knowledge not fully explained by the barrier coat manufacturer.
